Pilot 3 – Collaborative Procurement

Key elements to be demonstrated

·      Delivery of multiple sites across multiple clients and authority areas.

·      Deployment of an Interim Delivery Partner to support procurement and delivery

·      Adoption of the EHD Design & Performance Standard

·      Adoption of the EHD housing typologies

·      Adoption of an Alliance Agreement or equivalent

·      Collaboration around procurement and a new business model

 

To date, several Local Authorities (LAs) and Registered Social Landlords (RSLs) developing new affordable homes within the Edinburgh and South East Scotland City Region (SE Region) have offered sites to the Pilot 3 pipeline. A feasibility commission involving front runner sites from the pipeline will be undertaken to de-risk projects, embed the regional design standards and typologies, promote collaboration, and embed value.

Next steps beyond feasibility towards the design and delivery phases of the Pilot 3 will see tranches of sites being procured through existing framework options, supported by the Interim Delivery Partner to enable the bundling of projects, manage the alliance agreement, and facilitate the collaborative procurement model.

Pilot 1

Granton D1 is a delivering of 75 homes using Modern Methods of Construction that will be monitored once occupied.

Pilot 2

Greendkes K&L is a delivering 140 homes using multiple Modern Methods of Construction systems.
